Abstract
This paper is a definitive study of building regulations. Recurring problems related to the administration of building regulations due to conflict, ambiguity and uncertainty of intent are discussed. The forces that maintain stability and cause change are identified. These are, respectively, tradition and knowledge; characteristics of each are identified. As each of these is a social mechanism, this understanding can be applied positively to the solution of problems of control associated with the built environment, including the problem areas noted above. One of the purposes of this report is to assist those concerned with the development of building regulations. The subject matter is related to the problems arising due to the transition from a traditional to a technological approach. Chapter headings include: Problems of City and Building Control, Forces for Social Stability, Forces for Change -- Knowledge, Historical Knowledge, Knowledge of Events and of Nature, Reference Material from Law, History, Sociology, Anthropology, City Planning and Technology.
